But still I did not see the bigger picture.

In 1990, after leaving HUD, I started my own investment company, The Hamilton Securities Group, and I devised new and creative ways to save taxpayers billions of dollars...Hamilton began putting wealth back into inner city projects by hiring women living in HUD housing and teaching them how to use computers to build data bases on how money works in 63,000 neighborhoods throughout America. Hamilton started a data processing company with these women in a HUD project (Edgewood Terrace) in Washington. The women who lived there earned stock in the company. The company made money and proved the concept of what on-line access in communities could do to build jobs and businesses. We used the success of that effort to persuade HUD to fund computer learning centers in other housing projects. Hamilton was extremely successful. We made millions and we saved the government billions...

...Hamilton also created new software and money management tools, which were, for the first time ever, able to map down to the neighborhood, exactly how HUD and other federal money worked, who profited when loans defaulted, and how money came into or left a community...An unforeseen side effect...was that by seeing clearly how the clean money worked, we also began to see how the dirty money worked...

As it turns out we mapped a great deal more than we knew.

In 1996, as reporter Gary Webb was busy writing a series of stories connecting CIA and the Contras to the crack cocaine epidemic in Los Angeles, I was busy using the money maps in a way that would help people move people from government subsidies to home ownership and entrepreneurship.

I was also advocating that U.S. government investment in communities should be subject to the same public disclosure rules that private companies are obligated to follow under the Securities and Exchange Commission Rules....Every citizen is a shareholder in the government. If governments worked like they require corporations to work, they would be required to report to you, in the sunshine, exactly how the money was working, in your neighborhood, and you could either approve - or disapprove of the fairness and effectiveness of that, based upon your understanding of your own needs. That is very threatening to those who have used agencies like HUD as a trough to pay off political cronies...

"...I wanted to show you this map; it's up on the World Wide Web. This is a map of Los Angeles. Can anyone figure out where south central LA is from looking at where the HUD properties are on this map? This is the same thing as the Washington DC map I showed earlier. The little red dots are single family properties that were financed by (now) defaulted HUD-held mortgages..."

If you compare this map with the fact that Freeway Ricky Ross - the crack cocaine kingpin described in Gary Webb's Dark Alliance was known for buying up real estate along the Harbor Freeway and selling drugs throughout this exact area - the mathematical correlation is staggering. Every dot represents a HUD mortgage where the taxpayers lost money in a defaulted FHA loan and where somebody else bought the property for pennies on the dollar. Most of those loans defaulted as the crack cocaine epidemic ravaged Los Angeles. The taxpayers bear the costs of not only the defaulted mortgages, but also deterioration in property value, the crime, and ultimately the depopulation due to very expensive prison warehousing and welfare.

Exactly who bought and traded in properties throughout this area should be the subject of congressional hearings looking into corrupt HUD practices from the period and continuing to this day. I suspect that many of the same players connected to the Savings and Loan scandals, who have also been tied to Iran-Contra and CIA's drugs will surface yet again. Demographically it is also easy to see now that the racial composition of South Central has changed radically and that African-Americans have been geographically and politically fragmented as, I believe, an intended result. Their political power has been weakened.

Just days after showing this first map, I received a subpoena...US News & World Report...had been assured "at the highest levels" of the HUD Inspector General's office that we were guilty of criminal action and that I and would soon be indicted...our model for computer learning and data processing by people who had a stake in the company that did the work was adopted by Unicorp. Unicorp...the Department of Justice private business that markets prison labor to federal agencies...
The prison investment boom was taking off, fueled by new and longer mandated sentences. We at Hamilton felt like we were walking around with a big bullseye on our back because we wanted the communities of America to know what we knew, which was how to make maps that tracked the money flow in their own home towns...

Suddenly I was persona non grata to long time friends and business relations in and around the government. I believe the leak campaign was far more sophisticated than something the HUD Inspector General could or would do on her own. It appeared that major economic and political powers had ordered that Hamilton be destroyed. More importantly, they wanted the evidence of what we knew - the maps - destroyed. That is also why, to this day, we believe the Federal government has destroyed many, but not all, of our tools and databases...

...map revealed...homeowners, faced with payments on unlivable and unsellable properties, simply defaulted and fled the city to get away from the shootings and the drugs. Those properties: industrial, residential and commercial were scooped up for pennies on the dollar... fascinating to know who bought the properties and how much money has been made on them since...

...CIA knew full well what it was doing...the people who control our intelligence agencies are the same ones who control our economy and Wall Street...

...socially induced suicide... Sell large amounts of addictive substances to a group of people in an area you want to take over, then use the cash flow to buy up their homes and commercial real estate for 10 cents on the dollar...the Solari Investment Model...may well tie Iran-Contra, The Savings and Loan Scandals and the HUD scandals of the late 1980s into one big economic package designed to benefit a very few...

Our maps suggest to me and others that the crack cocaine epidemic, created by the CIA...land grabbing economic warfare...friends and relatives who listen to Rush Limbaugh, voted for George Bush and donated money to Oliver North - not knowing that, according to CIA's own reports, the networks he controlled were the key to the supply of drugs flowing to their kids and communities...

...our government was used, from CIA to DEA to HUD, to destroy and loot our communities...Let's look at how the Section 8 owners, managers and tax partnership beneficiaries worked along side the drug traffickers. Let's look for patterns of loan brokering, money laundering, cleansing and other relationships between real estate, land, prison growth and privatization and the kind of investors who control CIA and intelligence networks. Then let's look how this ties in to campaign fundraising.

Green Technology is the Way to Go

For me the March 14th general meeting of the Hazelwood Initiative highlighted the difficulty a really democratic organization has in finding enough agreement to get the most important things done. Due to time constraints and the great number of important subjects, things were brought up and decided upon without sufficient discussion as far as I was concerned. One topic so treated which really stuck in my craw was the description by Dennis M. Davin, Director of the Allegheny County Department of Economic Development, of the strategic place Pittsburgh has in regard to information and nuclear technology developments. I balked silently as he praised the current federal administration's interest in selling nuclear energy technology overseas and the consequent new hires and money being made because of Washington's decision to ease regulatory hurdles related to a new progression in design and manufacture of nuclear power plants. To me, regardless of the money to be made, the nuclear industry's development, reasoning, safety, and subsidization has never been given anywhere near sufficient media discussion for the public to make good decisions about it.

The fact that the nuclear industry is subsidized is unknown by most Americans. It is becoming generally known that the oil industry has an undue influence over public policy; it should also be known how our electric bills are partly to cover the lack of profitability of the nuclear utilities. Why should we pay for their failure to make money? Research the history of the Price Anderson Act to see the wool has been put over our eyes in a big way. Sure, that's wonderful that hundreds of engineers have just been hired on at Westinghouse, but it would be more constructive in the long run to first put people to work getting a perspective on the amount of pollution that comes from the routine operation of a present-day nuclear power plant design, then compare that to the estimated amount of pollution from the more modern "safe" designs, then compare the projected amount of pollution and degree of safety of these modern designs with those having to do with other directional options such as increased investment in wind and other renewable energy technologies such as the many ways in which energy can be made from various wastes.

My heart is full from reading stories, data interpretations, and claims having to do, for instance, with increased levels of cancer in various parts of the world and their correlation with occurrences of radioactive pollution from nuclear accidents, nuclear waste, and routine operation of plants. When you say you haven't been hurt by Chernobyl's explosion, you ignore the long-term transport of those pollutants, and the indirect effects of ecosystem destruction on the rest of the world. Increasing parts of the surface of the earth no longer provide oxygen, clean air, clean food, or other ecosystem services. The price of our addiction to dirty energy sources continues to rise, at the fuel pump, at the checkout counter, and everywhere else.

The still disputed elections of 2000 and 2004 put in Mr. Cheney as vice president. Few know that he has a past in the nuclear industry. When he referred to nuclear energy as clean his bias was showing. As difficult as it is to deal with the subject matter, I ask my readers to look into: the continuing effects of Chernobyl and other nuclear accidents; the safety of the new nuclear power plant designs; effects of the radioactive materials such as strontium-90 that are now in all human beings; statistical correlations between leukemia and other cancers and those cancers' victims' proximity to nuclear power plants; problems with waste from nuclear power plants; and the "beneficial re-use" of depleted uranium as a military material.

Hazelwood Initiative board member Matt Smuts brought up "green technology" at the meeting. This is what we should be talking about. This is where the future action is. This is where sustainable economic development is. This is what we should be welcoming into the community as part of our strategic economic development plan. Increasing use of nuclear energy to withdraw from our addiction to fossil fuels would be like jumping out of the frying pan into the fire.

Omega Institute's Living Machine

Developed by John Todd, the Living Machine is based on the same natural science as estuaries - nature's own water filtration system. It comprises a series of holding tanks, each about 14 feet deep with a slightly different ecosystem, enclosed in a greenhouse. The system involves the use of plants and natural bacteria to break down waste by-products and purify the water, with the water becoming progressively cleaner during its one-to three-day journey through the tanks.

Wastewater enters the facility and flows into the first tank. Noxious gases from the raw sewage travel up through an 18-inch layer of soil and grasses, which break down the gases into odorless carbon dioxide and oxygen. As the sewage travels into the next tank, its strength has been lessened, and plants can grow in it. Oxygen encourages friendly bacteria growth on plant roots. The bacteria eat the carbon and other elements in the wastewater; snails clean the plant roots; fish swimming in the final tank illustrate the high level of purification achieved.

Also being considered is an additional component that would make use of a contained wetland. The wetland would function as a final filtration.

Additional Benefits. This filtration system reflects Omega's commitment to environmental stewardship, and moves us toward our goal of reducing water consumption and returning clean water into the eco-system. Through it, we will be able provide irrigation for our gardens and implement a gray water recovery system, greatly increasing the amount of water we reuse.

The project also offers Omega a new teaching tool. Catalog workshops will be designed around the ecological impact of our filtration system. In addition, we plan to invite

* area school children to learn about water purification and wetland composition during field trips and on-site classes;
* university students to use the new facility as an eco-lab, modeling alternative wastewater solutions;
* surrounding communities to view our working model that will show how they can improve their own wastewater treatment efforts...

Radiation and Public Health Project
For several decades, the United States has been without an ongoing program measuring levels of fission products in the body. Strontium-90 (Sr-90) concentrations in 2089 deciduous (baby) teeth, mostly from persons living near nuclear power reactors, reveal that average levels rose 48.5% for persons born in the late 1990s compared to those born in the late 1980s. This trend represents the first sustained increase since the early 1960s, before atmospheric weapons tests were banned. The trend was consistent for each of the five states for which at least 130 teeth are available. The highest averages were found in southeastern Pennsylvania, and the lowest in California (San Francisco and Sacramento), neither of which is near an operating nuclear reactor. In each state studied, the average Sr-90 concentration is highest in counties situated closest to nuclear reactors. It is likely that, 40 years after large-scale atmospheric atomic bomb tests ended, much of the current in-body radioactivity represents nuclear reactor emissions.
